In HA > Global Setup > Print / export, there is an option for "Print through a high precision image."  What does that option mean?

It temporarily creates a high-resolution bitmap and prints it.  It allows for the precise placement of elements on the page.  I have never found this option necessary; on my printer the usual print-out is accurate enough.

If I were preparing a score for photoengraving, however, I would definitely be using this option (along with a high-quality printer).
